Step 1: Requirements for Working at the Refinery

Drug and Alcohol Requirements

Contract Employees must be enrolled in an MPC approved Drug and Alcohol Test program.

All Contract Employees must be enrolled in one of the two approved programs listed below.

THC-Waiver Approved Drug Consortium - To obtain an account with ASAPcheck, please contact ASAPcheck at [email protected] or (213)-261-3297. 

Contract Employees status must be tested in an MPC approved program prior to coming onsite. ALL Contract Employees are required to maintain a "green-lighted" status within one of the two consortiums listed above. If an employee does not maintain a "green-lighted" status in one of the two approved consortiums they will not be approved to work onsite.

IRD THC Waiver Drug Testing Procedures for IRD Site Access

Contract Employees must pass a background security check from one of the following background check providers: (These are the currently approved MPC background check providers)

Houston Area Safety Council (HASC)           
DISA Global Solutions                                      
S2 Verify    

Contract Employees must pass a background security check from one of the following background check providers: 

Contract employee background checks will include:

  • Social Security Number report;
  • Motor vehicle report (optional);
  • USA Patriot Search; and
  • Seven (7) year residence history of County Criminal Reports limited to felony and misdemeanor convictions that predate the report by seven (7) years or less. The date of seven (7) year residence history will be from the date of completion of sentence or final disposition. 

MPC only accepts Contract Employee background check cut scores between 00-02 as passing scores.  Any Contract Employee background check cut score of 03 or higher will not be granted unescorted access.  Background Checks are good for two (2) years from their order date. Contract Employees are responsible for making sure their background 

If a Contract Employee has been issued a score of “fail” and believes that the result is not accurate, the responsibility to resolve the issue is with Contract Employee, Contract Employer and the Contractor Background Check Company.

                                                           

 

Orientation Requirements to Gain Access to the Robinson Refinery.

Changes Effective February 1st, 2023.

Courses Required for All Contractors - "MPC Essentials", "Robinson Site Specific" and "MPC Security".

HF Alky Orientation will also be required if performing work within the HF Alky Unit. 

MPC Essentials- (~1.5 hours) will provide an overview of MPC Life Critical policies. 

  • At the end of the module, users must complete a final exam to receive completion credit. 
  • Completion of MPC Essentials is required annually and to work in any MPC Refinery. 

Robinson Site Specific Orientation - (~45 Minutes) will provide an orientation to the Robinson Refinery's Health, Safety and Environmental policies. 

  • At the end of the module, users must complete a final exam to receive completion credit. 
  • Completion of Robinson Site Specific Orientation is requried annually. 

MPC Security - (~30 minutes) will provide an orientation to the Robinson Refinery's Security policies. 

MPC HF Alky Orientation - (~1 hour) will provide an orientation to IRD's HF Alky Unit. 

  • HF Alky Orientation is required when performing work within the HF Alky Unit. 

IRD Orientation Location: 

  • The Online Safety Courses are hosted by the Health and Safety Council (HASC) www.hasc.com
  • Contract Companies must create an account with the HASC and then register employees to take the required courses through the LINK account. A Quick Start Guide is provided below. 
    • Courses are live on-line proctored. 
    • Can be taken Monday - Friday from 6am to 6pm CST.
    • Device must have a funtional camera for Test-Taker Camera Viewing, Computer Screen Monitoring and Continuous Image Capture.
    • ID is required by the employee.

All orientation/training courses should be completed prior to arrival at the Robinson Refinery Security Operations Center.  Contractors will be allowed to obtain an access badge after they successfully complete the MPC Essentials, Robinson Site Specific, and MPC Security Orientations and provide proof of completion and all other requirements (DISA, ASAP, etc).

Safety Orientation Expiration Details

  • For all required courses, workers will have to retake the courses before the end of the month, 1 year from the date they last took it. 
    • Example: Last date the employee took orientation was 6/24/2026, employee would need to take the course again by the last day of June 2027.

For emergencies only, orientations/trainings may be obtained onsite in the Robinson Refinery Security Operations Center. Must be approved by IRD Personal Safety Manager Nick Martin.

The following is required and will be verified by Refinery Security prior to issuing the Refinery Access card:

  • Drug & Alcohol Testing Compliance
  • Background Check
  • Successful completion of required site-specific orientations

Beards are prohibited within the refinery. Mustaches and short sideburns are permitted if they do not interfere with the facial seal of protective breathing devices.

Step 2: What to Know before Coming Onsite

Smoking (both regular and electronic) is permitted inside designated areas only. Smoking (both regular and electronic) is prohibited in all company buildings, shops, trailers, and areas adjacent to entrances, exits, gates, and buildings.

Smoking is prohibited in any vehicles within the refinery fenceline and in all MPC vehicles at all times.

Illegal drugs and unauthorized alcohol, weapons and unauthorized firearms are prohibited on refinery property. All individuals are subject to search while on company property.

Contract Companies with a legitimate business purpose to use Contract-Company issued Electronic Devices in "Restricted" locations must have those devices approved by a Department Manager. The Contract Company must provide documentation that their device or case meets the minimum requirements below to the Safety Supervisor. 

  • Electronic Devices clearly identified by or with factory labeling as "intrinsically safe", "explosion proof", or labeled as approved for use in hazardous classified locations such as Class 1, Div. 1 or 2. 
  • Note: Wrist watches, Smart Watches, Fitness Trackers, and Medical Devices (i.e., hearing aids, etc.) are exempt from this policy. 

Electronic Device Policy

The following PPE is required for entry into process unit and/or tank farm area(s):

  • Hard hat
  • Safety glasses
  • Hearing Protection
  • NFPA 2112 FR Clothing 
  • Gloves - Minimum Cut Level 3 for General Duty Use
  • Personal H2S Monitor
  • Safety Toed Shoe with a defined heel. 
  • Certain areas/jobs may also require additional PPE which shall be worn in accordance with posted signage or as stated on the Safe Work Permit.
