Step 1: Requirements to Work an MPC Refinery

Contract Employees must be enrolled in an MPC approved Drug and Alcohol Test program through DISA or ASAP.

Contract Employees status must be tested in an the MPC approved program prior to coming onsite. Any Contract Employee not “green-lighted” will not be allowed onsite.

All contract workers must take and successfully complete the MPC approved site-specific training requirements through the Heath and Safety Council (HASC) prior to obtaining a Contractor Badge.  If any questions arise throughout this process, please reference the provided materials through HASC at the bottom of this section.

  • The site-specific training requirements will be administered by the Health and Safety Council HASC.com  where an account must be set up if this is your first time using HASC.  This site-specific training will be adminstered either online with an online proctor* or at a HASC approved facility.  St. Paul Park Security will be utilizing HASC Gate Check portal for verification of the Health and SAfety Council Training Requirements described in the chart below.  All training requirments in HASC Gate Check shall be "green lighted" before entry into the St. Paul Park Refinery. 
Health and Safety Council Training Annual Requirements

Required Safety Training: 

One of the Following

  • Safety Essentials Orientation (English: SE-SAFE) or (Spanish: SE-SAFES)
  • Basic Orientation Plus or OSCA (OSCAHFT2)
MPC Specific Training Requirement
  • Marathon Essentials (English: 19MPCESN) or (Spanish: 19MPCESS).
SPP Site Specific Requirements
  • St. Paul Park Site Specific Orientation (English: 19MPCSPP) or (Spanish: 19MPCSPS)
MPC Specific Alky Unit Requirements
  • Alky Orientation (Needed if entering Alky Unit) (19MPCHFA)

Contract workers will obtain their refinery access ID card at the Refinery Security & Badging office at the following address:

Main Gate:

The following is required and will be verified by Refinery Security prior to issuing the Refinery access ID card:

  • Drug & Alcohol testing compliance
  • Background Check
  • Successful completion of the orientation training
  • TWIC Card Verification

*TWIC Specific - The St. Paul Park Refinery for Marathon Petroleum Company LP requires contract workers possess a valid TWIC Card.  TWIC offices can be found nationwide using the location finder within their website: https://www.tsa.gov/for-industry/twic

Do I need to bring anything with me? 

  • You will be required to show two forms of identification.  One must be a government issued photo ID (such as a driver's license or passport).  The second form can be a birth certificate, marriage certificate, or a DOT physical card.
  • There is typically a three-to-four week turnaround from enrollment until card activation.  Eligibility issues or insufficient information may increase the turnaround time.

NOTE: Individuals must present a valid picture ID to recieve their Refinery access ID card.

Contractor employees must always keep the Refinery Access ID Card in their posession while on Refinery Property.

In the event questions arise during Step 1 of this page, please work with your site contact for clarification/issues regarding the items.

Step 2: What to Know Before Coming On-Site

Illegal drugs and unauthorized alcohol, weapons and unauthorized firearms are prohibited on refinery property. All individuals are subject to search while on company property.

Beards are prohibited within the refinery. Mustaches and short sideburns are permitted if they do not interfere with the facial seal of protective breathing devices.

The following PPE is required for entry into a process unit and/or tank farm area(s):

  • Hard Hat
  • Chemical Goggles - Available on Person
  • Safety Glasses
  • Hearing Protection
  • NFPA 2112 FR Clothing
  • Gloves - Min - Cut Level 3 Glove for General Duty Use
  • Personal H2S Monitor
  • Safety Toed Shoe with a defined heel

Certain areas/jobs may require additional PPE which shall be worn in accordance with posted signs or as stated on the Safe Work Permit.

Traction Aids: Traction Aids shall be worn by employees and contractors inside the refinery fence line when your path of travel takes you thorugh snow or icy conditions.

NOTE: Contractor PPE is not supplied by Marathon Petroleum Company LP.
